On October 9, 2026, CDA posted notices to seal the site and management offices of seven housing schemes in Zone IV, according to Pakera. The notices appear on CDA’s public notices page. This is the latest of several sealing actions in three weeks.
Three Weeks of Sealing Action
- September 23: CDA ordered the offices of a scheme near Park Enclave on Kurri Road sealed, according to ProPakistani.
- September 25: CDA ordered the offices of a scheme on Simly Dam Link Road sealed.
- September 30: CDA ordered the offices of a scheme on Karor Road sealed.
- Early October: Pakistan Observer reported a separate group of seven Zone IV schemes facing sealing action.
- October 9: CDA posted notices for seven more schemes along roads including Simly Dam Road, Karor Road, Kirpa Road, and Ali Pur Farash.
How CDA Enforcement Works
CDA acts under the CDA Ordinance 1960, the ICT Zoning Regulations 1992, and its 2023 regulations for private schemes in Zones II, IV, and V. The sequence is clear.
- CDA issues notices and show-cause notices to the sponsors.
- CDA publishes public warnings in newspapers and on its website.
- The Director Enforcement seals the site and marketing offices with a magistrate present, according to Pakera.
CDA can also seal the offices of advertisers, contractors, real estate agents, and marketing partners after the notice period. It has asked agencies to restrict advertisements, websites, and utility connections for unapproved schemes.
Notices Come Months Before Sealing
In one Karor Road case, CDA issued notices in October 2025 and May 2026. It ordered sealing in September 2026. A scheme can keep selling plots for months after its first notice. So ask for the notice history before you pay.
Where Private Schemes Are Allowed
According to CDA’s May 2026 list, as reported by Mettis Global, private housing societies may be sponsored only in Sub-zones B and C. Farm housing is limited to Sub-zone D of Zone IV. A “housing society” in Sub-zone D is a red flag.
Seven Checks Before You Buy
- Check the approved layout plan and NOC status on CDA’s website, cda.gov.pk.
- Ask the sponsor to state in writing whether CDA has issued any notice or public warning.
- Confirm the sub-zone and the type of scheme allowed there.
- Ask the agent for the scheme’s NOC details and check them with CDA.
- Ask for proof of existing electricity and gas connections.
- Never pay a deposit at a marketing office before you finish these checks.
- Ask a lawyer to review the papers, and pay only through bank channels.

Why Agents and Companies Should Care
CDA can seal an agent’s office, not only the sponsor’s. A company that buys land through an agent who sells unapproved plots shares the risk. Choose a realtor who checks approvals first. Read how to choose a commercial realtor in Islamabad.
