CDA Fake Plot Allotments Probe: What Buyers Should Verify

Colleagues shaking hands during a meeting about a property deal

The Capital Development Authority (CDA) has started a crackdown on alleged bogus plot allotments in Islamabad. According to Pakistan Today, the Federal Investigation Agency (FIA) registered the first case on Thursday, October 8, 2026. Buyers should read what is known, because an allotment that CDA later cancels can put a buyer in a dispute.

These are allegations. The investigation is ongoing, and no court has ruled.

What Has Been Reported

  • FIR No. 50/26 covers the alleged illegal allotment of 10 residential plots, each 30×60 feet, in Sector I-12/4.
  • The FIR alleges forgery, misuse of authority, and collusion.
  • CDA sources say the land claim behind the allotments was in a Punjab district and had already been sold. Heirs allegedly sought Islamabad plots decades later against the same land.
  • Sources value the plots in this case at more than Rs2 billion.
  • CDA sources estimate that more than 200 similar allotments may have been made between 2014 and 2024, worth around Rs5 billion. That figure is an estimate.

How the Alleged Scheme Worked

After Islamabad was established, CDA issued eligibility certificates to affectees whose land it acquired across 15 districts of Punjab. Several original beneficiaries allegedly sold the land they received. Their heirs later sought more compensation as Islamabad plots.

Sources allege that some claimants worked with property dealers and officials to obtain duplicate allotments for claims that were already settled.

What CDA Plans Next

  • CDA’s Member Estate has asked for allotment records for the period.
  • CDA has requested records from Punjab to check whether claimants received compensation more than once.
  • Sources say more FIRs are likely.
  • CDA is preparing to cancel plots found to be allotted unlawfully, recover losses, and begin disciplinary or legal action.

What This Means for Buyers and Companies

Plots in developed sectors such as I-12 attract companies that want land for offices, schools, or small warehouses. If you buy from an allottee, your title depends on the allotment behind it. If CDA cancels that allotment, you could face a dispute.

Eight Checks Before You Buy a CDA Plot

  1. Ask for the allotment letter and verify it with CDA’s Estate Directorate.
  2. Ask how the owner obtained the plot: auction, ballot, or compensation against an eligibility certificate.
  3. For a compensation allotment, ask for the certificate and the full paper trail.
  4. Match every name in the ownership chain to CDA records.
  5. Request a No Demand Certificate and confirm that dues are clear.
  6. Visit the plot. Confirm possession and look for rival claimants.
  7. Deal only through official channels. Be wary of anyone who claims inside access to CDA files.
  8. Ask a lawyer to run a title search. Pay in stages through bank channels, and tie the final payment to a completed transfer.
