On October 2, 2026, the Capital Development Authority (CDA) published a list of housing and farm housing schemes that it says sell plots without approval. According to Bloom Pakistan, the list runs to 95 entries. Companies that buy land for warehouses, schools, hospitals, or offices should read it before they pay anyone.
What CDA Announced
- CDA says the sponsors of the listed schemes have not obtained the required approval or No Objection Certificate (NOC).
- Plots in these schemes are still advertised or offered for sale.
- Entries include schemes and subdivisions along Islamabad Highway, Lehtrar Road, Kuri Road, and Simly Dam Road.
- In May 2026, CDA sealed the offices of Shaheen Town on Lehtrar Road and Islamabad Green Paradise.
- On September 30, 2026, CDA ordered the sealing of the Green Homes/Valley offices on Karor Road in Zone IV, according to ProPakistani.
The Two-Step Approval Rule
CDA says a private housing or farm housing scheme needs two approvals. First, CDA approves the layout plan. Then CDA issues an NOC after the sponsor completes the required formalities. Sale and development can begin only after the NOC.

- Ask how you will get building plan approval, and get the answer in writing.
- Pay through traceable channels in stages, and keep every receipt.
